She's actually partially correct. Tall buildings don't make it impossible for tornadoes to form, but their presence disrupts the air currents that create favorable conditions for tornadoes to form, making tornadoes in cities very unlikely. The tornado that formed Downtown was the first on record for the city and likely spawned in the relatively open area in Centennial Park where there aren't enough very tall buildings close together that could disrupt the favorable crosswinds and updrafts.
